LEAD FACILITIES TECHNICIAN

Classification:  Classified 260 Day

Reports to:   Facilities Coordinator

FLSA Status:  Non-Exempt

 

POSITION OVERVIEW

Under the direction of the ESD Facilities Coordinator, the Lead Facilities Technician serves as an operational project lead, mentoring and providing technical training to ESD Custodial and Maintenance staff.  The role focuses on executing field-level projects, work orders, safety compliance tasks, and assisting with custodial, maintenance, and grounds operations to ensure all ESD facilities are kept in a clean, safe, sanitary, and attractive condition. 

 

QUALIFICATIONS

  1. Education: High school diploma or GED required.
  2. Experience: Minimum of three (3) years of custodial or facilities maintenance experience in a school, institutional, or commercial setting.
  3. Operational Capabilities: Skilled in the safe operation and basic maintenance of commercial custodial machinery (floor scrubbers, extractors, buffers), motorized groundskeeping tools, light maintenance power tools, aerial/lift equipment, and district vehicles; ability to effectively utilize mobile communication devices to coordinate team tasks. 
  4. Environmental Health & Safety Compliance: Deep knowledge of federal and state facility regulations, including OR-OSHA, HazCom (OAR 437), PPE standards, EPA AHERA (Asbestos) identification. Oregon school facility compliance requirements including Healthy and Safe Schools Plan (HASS), indoor air quality (IAQ) standards, and Oregon Department of Education facility regulations. 
  5. Technical & Computer Skills: Proficiency with Microsoft Office Suite, Gmail, digital recordkeeping, and facility/work order management software to prioritize, track, and log maintenance activities. Knowledge of basic building operations software controls (security, lighting, HVAC).
  6. Certifications & Licenses: 
    1. First Aid Certification and Bloodborne Pathogen training required upon hire.
    2. Forklift and aerial/scissor lift equipment certifications preferred, or obtained as required by the district.
    3. Integrated Pest Management (IPM) Coordinator Certificate required (or ability to obtain within one year of hire), including practical knowledge of Oregon IPM laws and school-specific pesticide notification regulations.
    4. Oregon Department of Agriculture (ODA) Pesticide Applicator License required (or ability to obtain within one year of hire).
    5. Asbestos Inspector Certificate (EPA AHERA) required (or ability to obtain within one year of hire), including a functional understanding of asbestos-containing materials (ACM) identification, recordkeeping, and legal notification requirements under Oregon law.
    6. Valid Oregon driver’s license and insurable driving record required to transport equipment and supplies between multiple ESD locations.

  5. Ability to understand and follow oral and written directives, find requested data and present in user-friendly formats for internal and public distribution.
  6. Maintain regular attendance at work.  Be punctual in meeting deadlines, attending meetings, and following schedules.
  7. Ability to work outdoors in all types of weather conditions.
  8. Must be able to respond to emergencies during off hours.
  9. Must be able to use tools that vibrate (power tools, lawnmower, etc.).
  10. Must be able to stand, walk for the majority of an 8-hour day.
  11. Provide own transportation to numerous settings within a flexible work schedule that may include evenings and occasional overnight stays.
  12. Ability to lift, carry or transport up to 70 -100 pounds.

ESSENTIAL FUNCTIONS

This is not necessarily an exhaustive or all-inclusive list of responsibilities, skills, and duties associated with this position. The supervisor of this position may modify this list at any time it’s deemed necessary.

  1. Peer Mentorship: Serve as a peer mentor and positive role model to custodial and maintenance staff by demonstrating professionalism, technical skill, and a customer-service orientation.
  2. Technical Training: Conduct group and 1:1 peer training on commercial equipment operations, level 2 cleaning techniques, chemical safety, and facility safety procedures as directed by the Facilities Coordinator.
  3. Operations Coverage & Logistics: Coordinate field-level workflows for after-hours events, community facility use, and special functions; fill in for absent custodial staff when necessary to ensure continuity of daily operations.
  4. Work Order Management: Utilize digital work order and facilities management software to prioritize, execute, track, and complete facility maintenance requests and repairs across multiple building locations.
  5. Deep Cleaning & Preservation: Support the clean and sanitary preservation of all ESD buildings by performing deep-cleaning duties (stripping/refinishing floors, extracting carpets) and routine custodial tasks as required.
  6. Comprehensive Custodial Operations: Maintain clean, sanitary, and professional ESD facilities by performing full-service floor care, sanitizing high-traffic areas, managing waste disposal, and coordinating furniture setup and breakdown for events. 
  7. Facility & Grounds Maintenance Perform minor building repairs (lighting, fixtures, ceiling tiles, touch-up painting) and execute routine groundskeeping (mowing, weeding, litter pickup, and maintaining exterior entryways). 
  8. Seasonal Project Planning: Collaborate with the Facilities Coordinator to plan, schedule, and execute seasonal deep-cleaning initiatives and summer maintenance cycles across all ESD sites.
  9. Safety Committee Participation: Maintain active membership and regular attendance in monthly ESD Safety Committee meetings.
  10. Facility Inspections: Conduct routine field-level safety and structural inspections of buildings and grounds for hazards, sanitation concerns, or repair needs, reporting findings directly to the Facilities Coordinator.
  11. Systems Monitoring: Monitor and operate HVAC controls, boilers, and building mechanical systems at a basic operational level, logging performance and reporting malfunctions immediately.
  12. Emergency & Hazard Compliance: Verify that emergency safety hardware (fire extinguishers, exit lighting, AED units) is functional and accessible ; handle, store, and dispose of cleaning chemicals in strict compliance with OR-OSHA, SDS, and Integrated Pest Management (IPM) plans.

Compliance Documentation: Maintain accurate electronic logs, records, and compliance documentation including facility safety inspections, chemical inventories, and key/access control records.
